    It should be possible to create ldap users at XML import

    As of today, if XML users.xml provides a <ldapid> but that doesn't match anything, user can be created but this information is lost.

    It would be great to create users with their ldap ids

    @moda TL;DR: you no longer need to have a "create-with-ldapid" action, "create" is enough

    After internal review we decided to not implement a new action 'create-with-ldapid'. 

    Instead of that 'create' will fill the ldapid value provided in users.xml.
