I can limit the number of files being uploaded as well as the size of the files

This story depends on story #11296 for being able to control file upload without touching nginx or fpm configurations.

As site admin, for docman service I can configure 2 new values:

  • The # of files that can be uploaded for a given action (by default 50)
  • The size of the files being uploaded (individually, if I set to 1MB with default # of files it means that I can upload at max 50MB in one drag'n drop). Default being 64MB.

Those constraints apply at upload
