Shouldn't it be:

POST /user_groups
{
  "project_id": <int>,
  "short_name": <string>
}

To respect:

  • Pattern for creation of resources (we don't want to create the collection projects/:id/user_groups)
  • User group representation (the property is named "short_name" instead of "name")
