I don't waste time filling a form that will be refused

The change is limited to a small UX increase. The form stays in Flaming Parrot, it stays a form submit and not a dynamic thing with REST calls. Those changes will come later.

The tracker shortname is auto-filled and "slugified" with underscores.
There is a check to warn the tracker admin that the tracker name or shortname are already taken (not unique).
