« + New » button, better contextualisation

This is a follow-up to story #16205

Kanban

  • "Add new activity" should be automatically promoted in the current context section of +New when I'm in a kanban.
  • It should open the modal instead of going to the tracker.

Scrum

  • In every panes (details, pv2, cardwall, taskboard, testplan) of the current milestone, the backlog items are promoted in the current context section of +New.
    • The list of backlog items to promote is the same than the pv2 » add item selector
    • On pv2, it opens the modal
    • On other panes, since there is no modal, the user is redirected to the tracker. Once the item created, the user is redirected back to the milestone to not loose too much context.
  • In pv2, creating submilestones is promoted in current context section of +New
  • In test plan, creating campaign is promoted in current context section of +New
