  1. Have a REST route to retrieve times by projects for a given user (client does the aggregation of times)

  2. Fetch times and display them

When the manager doesn't have the TIMETRACKING READ permission for a user in a project, the user line is displayed without the time for the said project. If manager has no TIMETRACKING READ permission for a user, the line is displayed with 00:00 time.
