There is a new entry Graphs in Add a new

Once new tab is created, there is an empty state enabling to create a Pie chart User will configure the chart and chart is rendered according to tracker report criteria.

• this is a new plugin, with new table to store configuration
  • it will ease to convert/rollback data when the plugin will be available to user
• a new entry will be added in storybook to documenting our new graph, and we will unit test it based on component testing
• backend is written respecting Hexagonal Architecture pattern
• front end will consume the existing route GET /tracker_reports/{id}/artifacts
• front end will reuse the d3 lib chart-builder and will be written in vanilla ts
