    Summary
    As a Project Admin
    be able to assign Git Admin permissions to some users in the project
    they can create git repositories without having Project Admin permissions.
    - A new section in Git > Admin: "Permissions" (not in Admin > User permissions, too heavy refactoring, complete different story)
    - This allows project admins to select another group as administrator of git service
    - All actions that requires project admin in git service can be done by git admins
    - Project admin will still have git admin permission even if a group is defined as git admin (coherency with the whole platform)
    - This setting is inherited when I clone a project (template projects).
