I know how to write MW documents

Acceptance criteria

include a "Tuleap" toolbox on the left (like "navigation" and "toolbox" as of today)
Add here a link to tuleap documentation with mediawiki formatting rules
Include in this documentation the list of plugins with corresponding documentation

With this proposal, neither "Help:Editing" nor "Help:Content" are modified (the link "Editing help" in edition is not modified either). The rational behind that is that people might already have customized those content and in Mediawiki "realm", it's really up to MW admins to customize those pages.

Bonus: check if it's possible to add a link to Tuleap documentation inside "Help:Editing" for all new MW.
