When the artifact links field is in edit mode, on top of the "left column" (where there are the cross for link deletion), there is as "mass select / mass unselect" toggler that will select all links for deletion on the given pane (either tracker or link type).

I can mass select in several panes (for instance all links to "Bug tracker" and all links "Children") for submissions.
