    DRY Karma installs and configurations
    To achieve this goal, it will take a couple of commits:
    - Introduce a karma-configurator like it has been done for wepback
    - DRY all karma configs

    Benefits will be:
    - All the Karma's dependencies (aka "boxon") are concentrated at the Tuleap root
    - Lightened dependencies for each js app
    - Also less time waiting for npm install to finish (y)
    - A DRY Karma config for each js app
    - Ease of maintenance
    - Happiness of the front-end team <3
