    approval tables can share same id regardless of their types
    It might occurs than totally different items can share the same approval table

    Reproduction steps:
    - have a file A with version id = 2
    - have a link B with link version id = 2

    They will share the same approval table (because version_id of plugin_docman_approval table will have in one case version_id and in the other case link_version_id)
