    UI permissions for drag and drop feature are not correct

    Given:

    • I can edit a PI and I am in authorized ugroups, then I can drag and drop everywhere
    • I can not edit a PI and I am in authorized ugroups, then I can only reorder the top backlog and reorder the features inside program increments
    • I can edit a PI and I am not in authorized ugroups, then I cannot drag and drop anywhere
    • I cannot edit a PI and I am not in authorized ugroups, then I cannot drag and drop anywhere

    Every time I'm not authorized to drag and drop the banner You are not allowed to plan in this program increment must be displayed

    Please note that the issue only occurs in front end, permissions are correctly taken in account by REST route

    Explain that you can reorder features even when you cannot edit program increments
