    Build Tuleap API with Java 11

    Java 8 is currently used to build the plugin, however, since the version 4.52 [0] of the plugin-bom the minimum version needed is Java 11.

    In addition, Jenkins uses now Java 11, and it is compatible with Java 17 [1].

    Note: After the bump to Java 11, the minimal Jenkins version to use the plugin will be 2.361.4
