    FRS file url broken after package update
    In between request #5808 and request #6338, changing a file from one package
    to another or changing it's release date, make the file disappear.

    The file is still present on the filesystem but the information in the DB is incorrect hence the file is not downloadable and you get an "File not found" error.

    You can be affected if:
    - You ran 6.9 or 6.10 release
    - You are using FRS
    - You changed files from one release to another
    - Or you changed releases from one package to another
    - Or you changed File or Release dates

    Introduce tools/utils/frs_find/find_frs_files.php to make those files alive again. Please have a look at tools/utils/frs_find/README

    It's not a forgeupgrade bucket because it needs to be executed by hand and
    project per project to identify potential errors
