    Submitting artifact with unset mandatory fields reverts the Description field format to TEXT and inserts HTML tags
    To reproduce the issue:

    1. Click "Submit new artifact"
    2. Change the format of the Description field to "HTML"
    3. Enter text in the Description field
    4. Click "Submit" (submission prevented due to unset fields, e.g. Priority etc.)
    5. Descripton field format reverted to TEXT, and HTML tags are now visible in the descripton field.

    Expected behavior: Description field format kept as HTML and content kept as-is
