Given the attached widget (TBD as of story #10360):
- On the right hand side, near "Product 1" title, there is a "New folder" button
- When clicked, it redirects to artifact creation view (like "New artifact" in Tracker report widget) and allows to create a new subfolder.
- When created, user is redirected to dashboard if it's simple "Submit"
To create top level folders, on the empty state of story #10360, user is proposed to either:
- Select a folder to display content
- or to create a new top level folder
When the latter is selected, it's the same procedure than the one described in first section
