Updated the acceptance criteria:
- we do not need to upgrade Zend_Pdf as we have removed the Docman watermark plugin
- we cannot move CentOS5 completely to ZF2 due to dependency issues, that means we will still keep some ZF1 during the transition period. OpenID Connect Library will not be available on CentOS5.
