    Allow to debug mediawiki per configuration

    We should have a way to enable mediawiki debug from configuration.

    It will be done with 2 new config to be placed in /etc/tuleap/plugins/mediawiki/etc/mediawiki.inc

    $mw_debug_project_id = "comma separated string of project ids";

    $mw_debug_full = "true/false"
