    Problem:
    When Migrating a repositories, ugroup members that have label-Code-Review -2..+2 permission set are not able to see it.
    This is happening on Gerrit 2.12.7.

    How to reproduce:
    Set permissions on git in order to have same ugroup as reader and writer.
    Migrate a repository with permission defined in git.
    After pushing a change try to label it +2.
    The -2..+2 radio buttons are not showed.

    Sometimes it will work, if when consulting the access permission :
    label-Code-Review -2..+2 is placed above label-Code-Review -1..+1

    Possible Explanation:
    This problem is surfacing because -1..+1 label-Code-Review and -2..+2 label-Code-Review Can't be both set for same ugroup on the same reference.

    Solution to make the radio buttons appear again:
    After Migration , go to access on gerrit and remove -1..1 label-Code-Review permission.
