    Description
    Stop loading widgets' javascript on empty dashboards
    Right now, for all dashboards, the javascript for both timetracking widgets is loaded. Even when the widget can't be added !
    It slows down the page.
    We should instead load it only when needed, that is when the widget is on the dashboard.
