Project who does not have required metadata should use the new document UI by default

There is a quick rollbach mecasim in site admin that allows site admin to blacklist project from new UI usage.
If project is blacklisted, the users will go by defalut on legacy UI.
Note that users can switch from old/new UI at any moment
