    tuleap --clear-cache should always be able to clear the cache
    When we change the hooks of a plugin (refactoring, cleanup, …), administrators (or developers) should be able to clear the cache via the standard command `tuleap --clear-caches` (or `make dev-clear-cache`).

    Sometimes the command does not work because `/usr/bin/tuleap` script requires pre.php which automatically includes the cache file to be invalidated, resulting in a fatal error.
