    Update gulp in trackers to v4.x
    In request #14130, we upgraded the gulpfile at the root of tuleap sources to gulp v4.x
    We forgot to also upgrade the other gulpfile in trackers plugin. Its only usage is to watch the artifact modal folder and update angularjs translations (produce a .pot file).

    This gulpfile does not run on Node.js 12.x, so it must be upgraded.
