    Base TLP onto 8pt grid

    Currently, TLP components are based on an 10pt grid. In order to reduce margins, have a better rhythm (steps between multiples 8, 16, 24, 32, 48 are not too short and not too large) and try to avoid float values in CSS properties values, I propose to base TLP onto the 8pt grid.

    @nterray @bdauton It seems that gerrit #19377 has broken one of the end-to-end tests. The button to create a tracker workflow is very hard to click when using a not so big viewport (Cypress uses 1000x660 per default). See plugins/tracker/tests/e2e/cypress/cypress/integration/tracker_workflow.spec.ts.
