    Extract common configuration to transpile node_modules
    It is becoming more and more common for our NPM dependencies to not be ES5 compliant (see request #14923, request #13106, etc.)
    We should extract a webpack "rule" to let devs transpile specific node_modules that are spotted as non-ES5.
    I would prefer not to have to transpile all node_modules for as long as possible as it would deteriorate build performances.
