    Disable @typescript-eslint/explicit-module-boundary-types for javascript-only files

    @typescript-eslint/explicit-module-boundary-types has been enabled by default on our codebase, but it also reports missing types on javascript-only files. It should be disabled in this situation because it is impossible to fix.
