« + New » button

Part of the new navigation in Tuleap, a "+ New" button is displayed at the top of each screens

If the user is outside a project, only Tuleap wide actions are displayed (New project for now).

If the user is currently viewing a project, he's still able to perform platform wide actions, but project wide actions are also proposed. For now, the scope of project wide actions are limited to artifact creation: trackers administrators can choose one or several trackers to appear in this dropdown (in tracker administration and XML import/export)

The dropdown can be triggered by a keyboard shortcut: "c".
