It is possible for site administrator to define OAuth2 apps without associate them to a specific project. This is interesting for situations where the setup is part of something more global like a portal aggregating information from multiple apps.
A new "OAuth2 server" section is added in the site administration. This sections allows site administrators to:
* see site level OAuth2 apps
* add a new site level OAuth2 app
* edit/remove a site level OAuth2 app

For end users, site level OAuth2 apps behave like the project level OAuth2 apps. The only difference is that nothing gets displayed in the project column when in the user OAuth2 apps settings.
