The end of support of Internet Explorer is discretely announced for a while in the documentation deployment guide and new features does not support it. It is time to take the next step which will involve:
* a clear deadline in the documentation deployment guide
* a warning in the UI visible by all users when they access a Tuleap instance with Internet Explorer:
- the warning can be hidden
- the warning will be displayed every 4 days to IE users to make sure they see it at least once per work-week
- the warning must be clearly visible and hard to ignore
