At this stage, it's only the REST route that will allow to associate:
- one of the tracker defined in the Program Planning backlog (see story #17880) eg. Features or Enablers
- to one of the backlog tracker of the higher level planning of Teams eg User Stories, Bugs, Enablers
This will configure the tracker hierarchy and we need to verify that everything is working as expected:
- When a User story is linked to a Feature, the link "_is_child" must be created (and the other way around)
- The display of parent in artifact view is done (even if there is no visual clue about the "other project")
- The display of parent in Agile Dashboard Planning and Overview is done (even if there is no visual clue about the "other project")
- Permissions apply
The read only administration UI has no longer meaning at this stage, it must be removed
