    Split TLP popovers to its own library

    The TLP library has a subset of functions dedicated to show popovers. Splitting it into its own library will let us use it in FlamingParrot context without also pulling all of TLP (and its dependencies) as it is currently the case :/ .

    With this contribution, TLP will have a new dependency: @tuleap/tlp-popovers.
