    Remove embedded jstimezonedetect library

    Tuleap embeds a library to do some timezone detection on the client side:

    • the upstream repository does not exist anymore (there are some forks)
    • the database embedded in the library is outdated and is not aware of some changes in the TZ
    • the same thing can be achieved with Intl.DateTimeFormat().resolvedOptions().timeZone in any half-decent browser
