    Cannot delete a step

    Steps to reproduce:

    On a test case artifact with Test management steps, delete the last step and submit

    Expected result

    The step is deleted

    Actual result

    The step still exists and there is no new changeset (the change is ignored)

    This can be reproduced here on tuleap.net with test_case #15391
