    Import forgeupgrade into Tuleap

    ForgeUpgrade was meant as an external tool to be re-used but as of today only Tuleap use it.

    Let's inject it in Tuleap sources to ease the maintenance.

    The scope of this request:

    • Import ForgeUpgrade
    • Remove the dependency on log4php
