    replace tlp-fetch + neverthrow by fetch-result

    @tuleap/fetch-result has been implemented and does many of the Promise-wrapping, error-reading operations itself. Replacing tlp-fetch by it should simplify the REST part of the "create gitlab branch & merge request" artifact button.
