    Forumml shouldn't be part of docker TCE

    Since story #27133, forumml can no longer be activated in docker images by default (need to configure the mail beforehand).

    As having a working mailman + forumml installation already requires a custom image, it makes no sense to install & activate both by default in the standard image.
