    Field dependencies not properly checked at artifact creation

    Given a tracker with :

    • field dependencies between 2 select boxes
    • source select box is "in submit" & "in update"
    • target select box is "in update" only

    Even if the values are correct as per the field dep rule (ie source has a value that implies that target is "None") the creation is refused because at validation, None is not there.

    This was introduced by git #tuleap/stable/e7add13e3afa0a6eba87558426af3687738e0445
