    Cannot set permissions back to "have access to all artifacts" to registered_users
    1. Set tracker permissions to "artifacts they have submitted" for registered users
    2. Set tracker permissions to "access to all artifacts" for registered users

    => the interface still displays "artifacts they have submitted"

    In the database, the 2 values are set but only "submitted" is taken into account. Behaviour is there since at least 10 years.
