The goal is to bring more consistency to our Architecture Decision Records' metadata. Sometimes, Deciders names are chat handles, sometimes they are Title Case, sometimes UPPER CASE. We should settle on "First name Title Case" and "Family name UPPER CASE" to be consistent. Sometimes Deciders were not added.

Sometimes, the Technical story is missing, it can bring additional context on the decision and should be added when known.

Also, we should link to all the scattered ADRs from the central one at tuleap/adr/index.md. Adding a link back is also better. It will help with navigation and discoverability.

Finally, we don't need nix-shell anymore to run adr-log, we can replace it by pnpm dlx.
