    Remove HTML tags from translated strings in Title, Description and Initial effort semantics

    HTML tags pollute the translation. Translators must know HTML and must not make mistakes (for example, they must not forget the / in closing tags). Most of the time, they are used to wrap words in links or in <strong> tag, just for presentation purpose. We should abstract this with sprintf tokens. While translators can also make mistakes on such tokens, they are much shorter (2 to 4 letters only).
