    Try to restart Tuleap worker services indefinitely

    Currently if they cannot be restarted after a certain amount of tries (e.g. because the DB was shut down) they will stay down.

    It would be better if they continue to try to restart until it succeeds. It would be closer to behavior of the other Tuleap parts that come back to life as soon as the DB is accessible again.
