    User cannot create a Kanban if Backlog has not been installed first

    A user cannot create a kanban if Backlog plugin has not been installed first.

    When introducing promoted kanban, only the Backlog plugin part has been implemented and the Kanban plugin has been forgotten.

    Kanban plugin can be installed without the Backlogplugin and, If the user wants to create a kanban while the Backlog plugin is not installed, an error occurs.
