    npm run build should build angular apps
    Running 'npm run build' in tuleap root already builds many javascript components, including TLP, dashboards, etc.
    It should also run 'bower install; npm install; npm run build' for a list of angular apps, so that we can reduce the number of steps needed to build Tuleap's frontend and have an entrypoint.
    Additionally, we should have npm script targets to build only parts of the app, such as 'npm run components' and 'npm run angular-apps'
