Many javascript files in Tuleap have their filename "revisioned": we append a hash dependent of its contents to bust the navigator's cache and enforce a download of newer versions.
This avoids issues where users have their app "broken" that can simply be fixed by clearing their cache.

We should do the same for generated CSS files to avoid issues where users have their style "broken" because of cache issues.

This will be done gradually for each plugin / theme.
