    Milestone backlog REST route returns empty array when there should be elements
    Given a Release that links 50 closed user stories and 3 open user stories (in this order), when I get the release's backlog with a limit of 50 and an offset of 0 then the milestones/id/backlog REST route will return an empty array (because the first 50 stories are closed).
    It should instead return the 3 open user stories, to at least be consistent with project/id/backlog which has this exact behaviour.
