    Reduce copy of webpack configurations and modules
    As a tuleap developper,
    I want to reduce copy-pasting of webpack configurations and npm modules installed in each and every plugin using javascript
    So that common config and modules are easier to upgrade everywhere at once and global node_modules dirs are reduced.
