    Sysadmins should be able to prevent site administrators to uninstall/disable plugins from the web UI
    In some context it might be useful for system administrators (aka people with the capability of editing Tuleap configuration files on the file system) to prevent site administrators to disable/uninstall plugins. Some plugins might be useful to system administrators to ensure the instance is running correctly and should not be disabled.
