    Use webpack configurator and upgrade configuration to v4
    Since upgrade of tuleap's webpack to v4, testmanagement Karma test fail because webpack falls back to "production" mode and minifies code intended for unit tests.
    We should reduce duplications of webpack configuration and adapt to webpack v4
