    CLI to set or get tuleap configuration values

    Purpose

    • get all configuration values with simple CLI (in tuleap script). Main target is to replace all parsing of local.inc in external languages.
    • set configuration values that are stored in DB (for automated deployments).

    In the future this will allow to get rid of local.inc and to store config either fully in DB or in a cache server.
